A dominant motivation in adopting the U.S. Constitution was to provide the people with "a guardian of the national security," as Alexander Hamilton wrote in 1788. that same document added a protection of individual rights in 1791. Despite the sometimes-opposing objectives in the balance of personal liberty and the preservation of the public safety, the Constitution's application and the interpretation during wartime will be the focus of our discussion.
